Does this tool measure how unique my browser is?

No. It shows browser observations without a population comparison dataset. Do not interpret a displayed hash as a unique device or person.

Why does the WebRTC check contact an external server?

WebRTC can expose your real IP even behind a VPN. The check contacts a public STUN server to detect this leak. This is the only external connection the tool makes.
