Does Google still track if I turn off Location History?

Yes, through other services (Search, Maps, Chrome). Disable Web & App Activity too.

Can I delete my history?

Yes. Visit timeline.google.com. You can also set auto-delete for data older than 3, 18, or 36 months.

How accurate is the tracking?

Very accurate with GPS enabled. Google also uses Wi-Fi and cell towers for approximate location.
